Stages of development of this program:
First, the specialists collect data on the consumption of resources during the last year of operation of the company. This is helped by the readings of the measuring devices, as well as by the accounting documents;
Then (if necessary) an energy study of buildings and structures is carried out. The reasons for the unjustified consumption of energy resources are being clarified. The possibilities of energy saving are evaluated;
Objectives and energy consumption indicators are defined. Energy efficiency measures are being developed and the technical and economic indicators for these measures are being calculated. Determine the amount and source of financing;

Budget organizations must annually reduce their consumption by at least 3%. Budget fund managers monitor compliance with this requirement and savings greater than 3% remain within the company or institution;
